Activities of Daily Living (ADL)

Personal Care

Children under the age of 21 who are Medicaid recipients and in need of assistance with activities of daily living are eligible and qualified for this service. To obtain PCS Services, you must call 1-888-276-0702, press option 1, option 1, and option 1, and tell the intake line you want your child evaluated for the PCS program. The intake line will take down your child’s information and will have a case worker contact you within 3 weeks to set up an evaluation. When the case worker contacts you, they will ask which agency you would like to receive services through, so you need to have decided on a home health agency at this point. When the case worker comes to perform your child’s evaluation, it is very important that you tell them every little thing that you do with your child and make sure that you always tell the caseworker that you need help with all activities if you do (because of other family needs and expectations), even if you are performing the task now on your own, because if not, you do not get “credit” for that task in the evaluation for hours. Once the evaluation is complete, the caseworker will submit the evaluation tool to the Texas Medicaid and Healthcare Partnership (TMHP) to await the number of hours authorized. The authorization will be sent to the agency you selected for services to begin. Authorizations are for hours per week and are good for one year. You cannot work over the hours in a week, but if you do not utilize all the hours in a given week, they are lost.

Community Attendant Services

Community Attendant Services is a non-technical, medically related personal care service that is available to eligible adults and children whose health problems cause them to be functionally limited in performing activities of daily living according to a practitioner’s statement of medical need. Services are provided by an attendant.

Protective Supervision

Protective Supervision is a supportive service for people who, due to a physical or mental disability, need to be observed at times during the day or night to protect them from injuries, hazards, or accidents. The purpose of protective supervision is to allow recipients to remain safely at home.

Personal Attendant Services

PAS is personal attendant services provided by an attendant who cannot perform any tasks other than the assistance of activities of daily living. These activities may include things like getting dressed, bathing, cooking, cleaning, running errands, helping at work, and much more. Attendants are unlicensed personnel who go through a stringent interview process and background check. All attendants are tested and trained to ensure that they are competent in the care of children, young adults, and seniors with special needs/care. Sometimes, families have family or friends available to care for the member; this is a valuable option for the families. With this option, you can have someone you already know and trust in your home to assist you. Attendants can work hourly shifts in your home to provide assistance to the client. Depending on the program in which the member receives attendant services, you could have a family member and an attendant caring for your child if your child requires two-person assistance. STAR Kids

Who Qualifies?

Star Kids is a new Texas Medicaid managed care program that provides Medicaid benefits, effective November 1, 2016, to children and adults 20 and younger with disabilities. This program is required for those who are 20 or younger, covered by Medicaid, and meet at least one of the following terms: get Supplemental Security Income, get SSI and Medicare, get services through the MDCP waiver, get services through the YES waiver, live in a community-based intermediate care facility for individuals with an intellectual disability or related condition (ICF/IID) or nursing facility, get services through a Medicaid Buy-in program, get services through any of the following DADS intellectual and IDD waiver programs: CLASS, DBMD, HCS.

What services are provided?

Prescription drugs, hospital care, primary and specialty care, preventative care, personal care services, private duty nursing, and durable medical equipment and supplies. Children and youth who get additional services through MDCP will receive their MDCP services through STAR Kids.

Managed care means you will pick a health plan that will provide the health services you need through a network of doctors, specialists, and other providers. Those enrolling in the STAR Kids program will choose a health plan, as well as a primary care physician or clinic who will provide basic medical services, like check-ups and referrals to a specialist when needed. Through STAR Kids, families will also receive help with coordinating care. Each health plan will provide service coordination, which will help identify needs and connect members to services and qualified providers. STAR Kids MCOs will assess each member’s service needs, which will be used to help the family and the MCO create an individual service plan.
